US Congressman Sets Conditions for Nigeria-US Military Partnership on Security – Riley M. Moore

US Congressman Riley M. Moore has outlined key conditions the Nigerian government must meet before any partnership with the United States military to tackle the country’s growing security challenges can be considered.

Speaking in an interview with Fox News, Rep. Moore highlighted two main requirements for cooperation.

1. Release of Sunday Jackson

The first condition involves the release of Sunday Jackson, who was sentenced to death after killing a Fulani herdsman in what he claimed was an act of self-defense. According to reports, the herdsman had allegedly invaded Jackson’s farm, leading to a confrontation that resulted in the herdsman’s death.

Rep. Moore insisted that Jackson must be freed before the US would seriously consider partnering with Nigeria to address the nation’s persistent security crisis.

“One of the first steps is releasing Sunday Jackson,” Moore said, adding that the release is crucial for building trust in potential joint operations.

2. Credible Plan to Disarm Fulani Militants

The second requirement, according to the congressman, is for the Nigerian government to present a credible plan to disarm radical Fulani herdsmen, whose activities have contributed to widespread unrest in the country’s Middle Belt region.

“Another step is working with us to develop a plan to disarm the radical Fulani militants in the Middle Belt of the country,” Moore stated.

Progress and Potential Cooperation

Rep. Moore confirmed that discussions between US officials and Nigerian authorities have begun and that there is openness to partnership, but stressed that compliance with these conditions is essential for meaningful collaboration.

“They are open to partner with the United States to stop these killings. We met with the administration and made some progress, but there is still much to be done,” he added.

Background: Security Challenges in Nigeria

Nigeria continues to face rising insecurity, including banditry, insurgency, and communal clashes, particularly in the Middle Belt. Joint international cooperation has been suggested as one way to curb violence, but lawmakers like Moore emphasize accountability, legal compliance, and concrete action plans before engagement.
